What About An "Infrastructure" Bank?

An idea gaining some steam in Congress is creating a cooperative bank between the federal government and private banks to build the infrastructure (bridges/ roads/ cables) needed at a time the federal government alone has trouble raising the money alone. 

The argument against says this will only build an unhealthy relationship between the private and public sectors...  what do YOU say... Is this Daffy or A Great Idea?
